To convert to quality flag times, add 2 seconds to each time.

The MQT for LA detector 3 turned off after
   TJD/sec = 8458/32751 (time of last good packet based on CONT data).

Detector module 3 was turned off by command after
   TJD/sec = 8459/85221 (time of last good packet based on DISCLA data) 
and turned on by command before
   TJD/sec = 8460/05045 (time of first good packet based on DISCLA data).


Therefore, the MQT for LA detector 3 (affects CONT and HER data) was out
   between  8458/32751  and  8460/05045
and
the entire module 3 (also affects DISCLA, DISCSP, and SHER data) was out
   between  8459/85221  and  8460/05045.


The gain for LA detector 3 was out of balance
   between  8458/32751  and  ?
