A decision had been made to start the BATSE trigger numbers at 101
after launch.  Various prelaunch tests had resulted in triggers with
lower numbers which had been inserted into the MOPS BATSE burst catalog
file.

During the activation phase after launch, commands to initiate burst
events ("commanded bursts" or "commanded triggers") were sent several 
times.  One of these commanded triggers occurred when the last burst
number had been reset to zero in the onboard computer.  Thus, a
trigger no. 1 occurred at TJD/SoD = 8366/62664.  Because it was out
of sequence and less than 101, it was decided to ignore the event and
not include it in the MOPS burst catalog.
