Bad third STTE board time, Trigger Number 5686
TJD 10409 = 1996 November 22

The auxiliary time words for all of the packets or records for 
the third board in the STTE data for trigger number 5686, i.e., 
the words "TIME(1), TIME(2), TIME(3)", seem to be permutated
("permuted" ?) so that the resulting TJD and seconds of day are
bad.  It is possible that one or maybe two of the words are 
still not correct even after shifting to compensate for permutation.

It may be that the correct words for  "TIME(3),(2),(1)"  in hex 
format for the third STTE board for trigger number 5686 should be

                5152  2043  7AF1  =  10409/08259.4918

It is, of course, possible that the subseconds number is still
wrong and also that the integer seconds number is wrong, although 
it should be very close.
